When the wide receiver signed a three-year free-agent contract with the Buffalo Bills, the expectation was that he would be a valuable addition rather than a primary target in the passing game. With Khalil Shakir and Keon Coleman already on the roster, Buffalo didn’t necessarily need him to take on that role. However, NFL Films analyst Greg Cosell believes Palmer has the skills and attributes to not only be a key part of the offense but also play a crucial role in helping Buffalo break through in the AFC.
“Maybe all he needed was a fresh start. I can’t say for sure. I’m not predicting he’ll have 90 catches for 1,400 yards, but he has the tools,” Cosell said on One Bills Live. “I was really high on Josh Palmer coming out of Tennessee. I thought he had the potential to be an outstanding NFL receiver. I remember watching him play against Alabama, and he beat [All-Pro cornerback] Patrick Surtain deep—twice. He has real vertical speed. I can’t say why it didn’t fully come together for him in Los Angeles, but he’s a player with a lot of talent and legitimate deep-threat ability.”

During his four seasons with the Chargers, Palmer caught 182 passes and established himself as a reliable deep threat, averaging over 12 yards per reception. While no free agent is guaranteed success regardless of the quarterback, Buffalo is betting on Palmer’s potential to elevate their offense and help their MVP-caliber signal-caller continue performing at an elite level.
